Should casinos help collect child support?

There are a lot of people who have the notion that if you want to enjoy the delights of a casino, you need to make your way to top casino locations like Las Vegas, Monte Carlo or perhaps Macau. But this is not quite true in this day and age of the internet. However, recently, an important issue has been raised: what should be our attitude towards parents who are child support defaulters and yet spend money on gambling in casinos?

Casinos and state legislation on child support
There are some states that have passed legislations that part of the proceeds collected from casinos should go towards contributing to child support. If you take this concept at face value, it seems to be a rather noble idea that might appeal to the more philanthropically inclined among us. The general idea is that if casino winners are found to be parents, who have defaulted in paying child support, they would be stripped of their winnings. Winners’ names would be run past a database and those who are seen to have skipped paying up on child support would be denied their winnings. To take a case in point, in Indiana, more than 165,000 parents owe about $2,000 in child support, which adds up to a whopping $2 billion in defaults. No wonder why lawmakers are keen on plugging this hole to penalize ‘dead beat’ parents that have the money to play in casinos instead of making good their child support dues. Incidentally, Colorado was able to collect around $600,000 in gambling earnings in 2008 after enacting a similar legislation.

The Casinos’ View
Most casinos are not quite happy with the proposed legislation as they feel that this would hamper their business prospects. The process of verification as to whether the casino player is a child support defaulter or not, would take at least a couple of minutes. This would cause disruption to the flow of games at the casino, leading to annoyed and irritated patrons with potential harmful effects on business volumes, revenue and profitability. They are particularly unhappy because it seems as if the legislation is singling them out for targeting with less than happy consequences for their business. Some people are of the opinion that this is a rather convoluted way of tackling the issue of delinquency on child support.

Consumers’ Views
The opinion of casino goers and users is also quite divided. Some people, who visit the casino, are quite happy that deadbeat parents, who have money to gamble, but do not cough up funds for child support should be brought to book and denied any winning rights. A few others get into a rather gender biased view on the matter as to whether more men than women are guilty of such defaults or vice versa. Still others are quite vocal in their opinion that law enforcement agencies should not mess with private business agencies like casinos thus running the risk of ruining their thriving business model. They feel that in these times of recession and economic downturn, if a casino is booming, no action should be taken to jeopardize earning prospects.
